Annex 1 - Mandatory Conditions
The restrictions on the times during which the licence authorises the sale by retail of alcohol on the premises, set out in part M of the Licensable Activities section of this licence do not prohibit:
(a) during the first twenty minutes after the above hours, the taking of
the alcohol from the premises unless the alcohol is supplied or taken in an open vessel;
(b) consumption of the alcohol on the premises or the taking of sale or supply of alcohol to
any person residing in the licensed premises;
(c) the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of
the alcohol so ordered;
(d) the sale of alcohol to a trader or club for the purposes of the trade or club;
(e) the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or
supply of alcohol is carried out under the authority of the Secretary of State or an
authorised mess of members of Her Majesty’s naval, military or air forces;
(f) the taking of alcohol from the premises by a person residing there; or
(g) the supply of alcohol for consumption on the premises to any private friends of a person
residing there who are bona fide entertained by him at his own expense, or the
consumption of alcohol by persons so supplied; or
(h) the supply of alcohol for consumption on the premises to persons employed there for the
purposes of the business carried on by the holder of the licence, or the consumption of
liquor so supplied, if the liquor is supplied at the expense of their employer or of the
person carrying on or in charge of the business on the premises.
No supply of alcohol may be made under the premises licence:-
(a) at a time when there is no designated premises supervisor in respect of the premises
licence,
or
(b) at a time when the designated premises supervisor does not hold a personal licence or
his personal licence is suspended.
Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
No person under fourteen shall be in the bar of the licensed premises during the permitted hours unless one of the following applies:
(a) He is the child of the holder of the premises licence.
(b) He resides in the premises, but is not employed there.
(c) He is in the bar solely for the purpose of passing to or from some part of the premises
which is not a bar and to or from which there is no other convenient means of access
or egress.
(d) The bar is in railway refreshment rooms or other premises constructed, fitted and
intended to be used bona fide for any purpose to which the holding of the licence
is ancillary.
In this condition “bar” includes any place exclusively or mainly used for the supply and consumption of alcohol. But an area is not a bar when it is usual for it to be, and it is, set apart for the service of table meals and alcohol is only sold or supplied to persons as an ancillary to their table meals.
Alcohol shall not be sold or supplied otherwise than to:
(a) a member of the said club who has been a member for at least two days or whose nomination or application for membership was made at least two days before such member's admission
(b) a guest of such a member bona fide entertained by such a member at such member’s own expense.
(c) a person whose admission to the club premises is provided for by Rule 235 of the Rules of the Club.
No alcohol shall be supplied for consumption off the premises except to a member of the club.
There shall be Rules of the Club for the election of members and a copy of such Rules and other Rules shall be deposited with the Licensing Authority. Notice of any alteration in any of the Rules shall be given to the Licensing Authority within fourteen days and shall not be operative until confirmed by the Licensing Authority.
A list of names and addresses of all members of the said club shall be kept on the premises and be produced on demand to a constable or authorised person.
No alteration shall be made in the Rules providing for the admission of persons other than members referred to in (c) above without the consent of the Licensing Authority.
The maximum number of persons present within the premises at any one time shall be limited to 340.
Access shall be afforded to Police Officers at all times.
Annex 2 - Conditions consistent with the Operating Schedule
Staff shall be given appropriate training to ensure that they are aware of the licensing objectives.
All appropriate guidelines shall be strictly adhered to whenever stage effects such as pyrotechnics are used.
Appropriate notices shall be displayed in the centre, requesting customers to leave quietly with respect for local residents when leaving the premises.
Members shall be reminded to leave the premises quietly with respect for local residents when leaving the premises.
The Designated Premises Supervisor shall maintain an up to date Criminal Records Bureau (CRB) check.
An appropriate policy shall be developed to manage the access of children to the bar area and to the bar and gaming room.
