ANNEX 1 - MANDATORY CONDITIONS
No supply of alcohol may be made under this licence
a. at a time when there is no designated premises supervisor in respect of it or,
b. at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended
Every retail sale or supply of alcohol made under this licence must be made or authorised by a person who holds a personal licence.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The Premises may be open to the public who produce a valid pre-paid ticket for the event on the 6th September 2009 from 11:00am on the day of the event until 19:30.
This event shall be carried out by St Annes Cricket Club in conjunction with Kirkham Amateur Boxing Association. The event shall be regulated by the ABA Rules and all Boxers participating in the event shall have been medically certified fit to box and shall be fully licensed.
The tickets on sale for the event shall make clear that the event is being held by St Annes Cricket Club in conjunction with Kirkham ABA.
The maximum number of persons allowed on the premises shall be restricted to 2,000.
Admission to the Club shall be monitored to ensure that only Members of both the club and the public with valid tickets for the event shall be admitted.
Generalised monitoring and security shall be undertaken by Portal Security Services who throughout the duration of the event shall provide in total 20 Door Security Officers all of whom have secured the requisite Licensing to act as Security Officers and to ensure the safety of the public and to maintain order throughout the event between 11:00 - 19:30 hours.
St Annes Cricket Club shallprovide 10 experienced Club members as Marshals throughout the duration of the event. The Marshals duties shall include assisting the public wherever possible and specifically in relation to the parking of motor vehicles and directing to members of the public two specific parts of the event ground to include the toilet areas and food and drink outlets. The Marshals shall readily identifiable by their colour coordinated jackets.
There shall be in place for the premises a Policy to prevent the supply of alcohol to persons under the age of 18 years. That Policy shall require any person who appears to be under the age of 21 years to produce a recognised Proof of Age Card accredited under the Proof of Age Standard Scheme (PASS) or if a Proof of Age Card is not available a photo driving licence or passport indicating that they are over 18 years of age.
Notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under the age of 18 years of age.
There shall be displayed at the entrance of the premises a sign which shall be clearly visible to those visiting the premises confirming that the hours of the event are 11:00 to 19:30, the Licensable activities permitted on those premises and the maximum occupancy level set for the premises.
No person in possession of a drink in a sealed of unsealed container shall be allowed to enter the premises expect for the purposes of delivery.
Where the premises Licence has Restrictions in relating to the admission of children, a sign detailing those Restrictions shall be displayed at the entrance of the premises where it is clearly visible to members of the public visiting the premises.
The supply of alcohol shall be housed within a tent/marquee and children under the age of 18 years unless specifically accompanied by an adult shall be prohibited from entering therein. Facilities separate and apart from the Tenant/Marquee selling alcohol shall be available for children to purchase soft drinks.
Telecommunication facilities shall be provided on the premises to allow the public to contact a local taxi company and make arrangements to be collected from the premises.
A safety plan shall be prepared for the event in accordance with the Good Practice Safety Guide issued by the Home Office.
When disabled persons are present on the premises there shall be in place arrangements for their safe evacuation in the case of an emergency or other reason. Facilities shall be available for disabled persons to access toilets situated on the Cricket Ground pitch.
All disabled persons on the premises shall be made aware of the evacuation arrangements.
All exists and escape routes from the premises shall be clearly marked and shall be left open at all times (other than being manned by Security Officers) to enable safe and expeditious evacuation.
A printed Notice shall be prominently displayed on the premises detailing the essential steps that must be taken if a fire is discovered or other emergency arises and how to call the fire service.
The person who is nominated for the purposes of taking control in the event of a fire, fire alarm, emergency or event which may effect the safety of persons attending the premises shall be on and in charge of the premises at all times when the Licensable activity is being provided. That person shall be responsible for calling the Fire Service in the event of any fire and that person shall also be responsible for meeting the Fire Service and guiding them to the fire.
Any outbreak of fire of any kind shall be reported to the Fire Service immediately.
Where the water supplied to any hydrant, hose reel, sprinkler, drencher or any other fire extinguishing installation is cut off or restricted the Fire Service shall be notified immediately.
Clear unobstructed access shall be available to the premises for use by the Emergency Services and Emergency Services vehicles at all times.
There shall be maintained on the premises at all times an adequate and appropriate supply of first aid equipment and materials.
In supervising the boxing event fully trained Paramedics and a Doctor registered with the British Medical Council shall be in attendance at all times so as to provide medical aid to the public and the boxers.
No temporary wiring or distribution system shall be installed in the premises unless the installation is carried out by a suitably qualified and competent person.
The premises shall be provided with adequate lavatory facilities (at minimum 20 portaloos) which shall at all times during the course of the event to be kept clean, ventilated, disinfected and supplied with hot and cold water, soap, toilet tissue, hand drying and sanitary disposal facilities as appropriate.
The premises shall have a Health & Safety Officer who shall be in attendance at the event through its duration.
All alcohol and soft drinks shall be sold and supplied in plastic bottles only.
After 19:30 members of the public attending the event shall be requested by the Security Officers to leave the premises.
Placed at all exists of the premises in a place where they can be seen and easily read by the public shall be notices requiring the public to leave the premises in a quiet and orderly manner.
Refuse such as bottles shall be disposed off from the premises at a time when it is not likely to cause a disturbance to residents in the vicinity of the premises.
No activity shall be allowed on the premises (above and beyond the general cleaning of the premises after 9:00pm on the day of the event).
The premises of St Annes Cricket Club has the English Cricket Board Accreditation of Club Mark and has adopted fully the Safe Hands on Children Policy. The club also has a Welfare Officer appointed to ensure compliance with child protection issues.
No person under the age of 16 years shall be permitted on the premises unless accompanied by an individual aged 18 years or over.
