ANNEX 1 - MANDATORY CONDITIONS
No supply of alcohol may be made under this licence
a. At a time when there is no designated premises supervisor in respect of it or,
b. At a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended
Every retail sale or supply of alcohol made under this licence must be made or authorised by a person who holds a personal licence.
Suitable non-alcoholic beverages, including drinking water, shall be equally available for consumption with or otherwise as an ancillary to meals served in the licensed premises.
The premises must be bona fide used for the purpose of:
) habitually providing the customary main meal at midday or in the evening, or both, for the accommodation of persons frequenting the premises.
) habitually providing for reward and lodging including breakfast and one other at least of the customary main meals
There shall be afforded in the premises for persons provided with board and lodging for reward adequate sitting accommodation in a room not used or to be used for
) sleeping accommodation
) the service of substantial refreshment
) the supply or consumption of alcohol
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The style and operation of the premises shall not differ significantly from that of a residential hotel
A personal licence holder shall be present on the premises at all times.
Staff shall be given appropriate training in respect of licensing and catering issues to the standards required by relevant legislation.
Digital CCTV cameras shall be installed both internally and externally.
The premises shall be a member of the “HALSA” hotel scheme.
A suitable level of illumination shall be provided to the car park and exterior of the premises.
A night porter shall be on duty throughout the night and shall conduct regular checks in and around the premises to monitor noise and disorderly behaviour.
A zero tolerance policy towards illegal drugs will be enforced at all times within the premises.
There shall be in place for the premises a policy to prevent the sale or supply of alcohol to persons under 18 years of age which requires any person who appears to be under the age of 18 years to produce a recognised documentation indicating that they are over 18 years of age.
An appropriate Health and Safety policy shall be in place for the premises which shall include regular tests of the fire alarms, fire doors and emergency lighting system,
Regular fire drills shall be conducted with staff and all responsible staff made aware of designated muster points in the event of a fire.
Notices concerning the action to be taken in the event of a fire shall be on display in the premises and all fire exits shall be signposted.
A disabled ramp shall be provided to the front of the premises so that disabled persons may access and leave the premises.
All disabled persons shall be made aware of the evacuation arrangements.
Any outbreak of fire of any kind shall be reported to the fire service immediately.
All fire fighting equipment shall be periodically assessed and maintained.
All fire instruction signs shall be illuminated so that they may be easily read at all times when residents and guests are on the premises.
An emergency lighting system shall be provided which shall be activated once the electricity supply to the regular lighting is interrupted. Such emergency lighting shall be periodically tested and inspected.
Suitable first aid facilities for both staff and customers shall be maintained at the premises.
All exit routes and emergency exits shall be kept free from obstruction and all exit doors shall be freely accessible and capable of being opened by all.
No nuisance shall be caused by noise coming from the premises or by a vibration transmitted through the structure of the premises.
Whenever regulated entertainment is taking place, windows and doors, save for entrance and exit purposes, shall be kept shut.
The resident act and DJ shall be instructed to keep all music to a reasonable level.
The grounds to the premises shall be maintained in a tidy condition and free from litter.
The kitchen area shall be provided with a suitable extraction system.
Bands and artists performing at the premises shall not use special effects.
Children shall not be permitted in the main bar after 1800 hrs.
CCTV and panic buttons shall be in operation in the swimming pool area.
Children under 16 years shall not be permitted access to the swimming pool unless accompanied by an adult.
ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
All staff shall receive suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
Appropriate measures shall be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
At least one personal licence holder shall be available while the supply or sale of alcohol is being undertaken (who’s identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs
Risk assessments carried out by or on behalf of the Licence holder, which relate to a licensing objective shall be available for inspection by an officer or a Responsible Authority
During the final hour of daily trading appropriate announcements shall be made or images projected to remind patrons of the need to leave the premises without causing annoyance, nuisance or disturbance to local residents and to advise patrons of any taxi free-phone or collection arrangements available upon the premises.
The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
Frequent collection of glasses and bottles shall be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit.

Restaurant/Function room shall be restricted to 130
Ground floor lounge shall be restricted to 70
