Annex 1 - Mandatory Conditions
No supply of alcohol may be made under the premises licence:-
(a) at a time when there is no designated premises supervisor in respect of the premises
licence,
or
(b) at a time when the designated premises supervisor does not hold a personal licence or
his personal licence is suspended.
Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
The admission of children under the age of 18 to film or video exhibitions permitted under the terms of this licence shall be restricted in accordance with any recommendations made by
(a) The British Board of Film Classification (BBFC) where the film has been classified by that Board, or
(b) the Licensing Authority where no classification certificate has been granted by the BBFC or where the licensing authority has notified the licence holder that section 20 (3) (b) of the Licensing Act 2003 applies to the film
Annex 2 - Conditions Consistent with the Operating Schedule
No irresponsible sales promotions of alcoholic beverages shall be offered to customers.
The Designated Premises Supervisor shall be an active member of the local “Pubwatch” scheme.
All staff shall have received suitable training in relation to the proof of age scheme to be applied upon the premises.
The Challenge 21 scheme shall be promoted.
Any person who looks or appears to be under the age of 18 and who is attempting to buy alcohol must be required to produce proof of age before such a sale is made. Only UK photo driving licence and passport or future government initiative shall be acceptable forms of identity.
An internal/external CCTV system shall be in operation and the recordings maintained for a period of 28 days.
A daily safety audit shall be conducted and a log book maintained
A first aid box shall be kept on the premises and at least one member of staff on the premises shall be trained in first aid.
Fire Extinguishers on the premises and fire exits shall be clearly signed.
Appropriate emergency lighting shall be maintained at the premises.
Drunk, unruly or disorderly people shall not be permitted to the premises
The Designated Premises Supervisor shall take steps to keep noise to an acceptable level.
There shall be placed at exits from the premises notices requiring customers to leave the premises and the area quietly. At the end of regulated entertainment, announcements to this effect shall also be made.
Bottle skips shall be emptied during the day.
Amusement with Prizes machines shall be in full view of the bar and any cigarette machine shall have an appropriate notice displayed above regarding the purchase of cigarettes.
Annex 3 - Conditions attached after a hearing by the Licensing Authority
The premises shall be operated in accordance with the principles outlined by the ‘Nightsafe’ Scheme, as are relevant to those premises, and indicated in the associated leaflet.
All staff shall receive suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
An adequate number of licensed door supervisors will be on duty as appropriate to any risk assessment and in accordance with the guidance under the ‘Nightsafe’ Scheme.
Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
Only toughened glass vessels are used to dispense beverages to customers.
At least one personal licence holder will be available while the supply or sale of alcohol is being undertaken (who’s identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs
Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority
Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas
Records of incidents involving the use and/or detection of drugs shall be maintained and those records shall be available for inspection
Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary
The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
All customers shall return inside the premises from the beer garden or other external areas after midnight, except for smoking purposes, apart from on Sundays when customers shall not be permitted to use the beer garden indicated on the attached plan after 2300 hours.
The proprietor shall ensure patrons are reminded to respect residents living nearby.
All doors and windows shall remain closed during performances of live amplified music.
