Annex 1 - Mandatory Conditions
No supply of alcohol may be made under the premises licence: -
(a) at a time when there is no designated premises supervisor in respect of the premises
licence,
or
(b) at a time when the designated premises supervisor does not hold a personal licence or
his personal licence is suspended.
Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
The admission of children under the age of 18 to film or video exhibitions permitted under the terms of this licence shall be restricted in accordance with any recommendations made by:
the British Board of Film Classification (BBFC) where the film has been classified by that Board, or
(b) the Licensing Authority where no classification certificate has been granted by the BBFC or where the licensing authority has notified the licence holder that section 20 (3) (b) of the Licensing Act 2003 applies to the film.
Annex 2 - Conditions Consistent with the Operating Schedule
Appropriate Health and Safety arrangements shall be in place for the premises.
Appropriate facilities shall be provided for disabled persons at the premises.
A “Check 21” Proof of Age policy shall be operated and enforced at the premises.
CCTV cameras shall be installed to the premises.
Staff shall be given appropriate training in respect of licensing issues to the standards required by relevant legislation.
Persons seeking entry to the premises who are in a drunk and disorderly manner shall not be permitted entry.
Appropriate notices shall be displayed at the exits from the premises requesting customers to leave quietly with respect for local residents when leaving the premises.
An appropriate Fire Risk Assessment shall be in place for the premises.
Fire exits shall be clearly indicated and emergency escape routes signposted.
Staff shall be trained in relation to the identification of drunken and disorderly behaviour and any person appearing to have consumed alcohol to excess shall not be served or allowed entry into the premises.
All staff shall be trained in the procedures to be followed in the event of the premises being evacuated. Such training is to include the arrangements for the safe evacuation of disabled persons.
Whenever regulated entertainment is taking place, windows and doors, save for entrance and exit purposes, shall be kept shut.
Free drinking water shall be made available at all times.
Suitable first aid facilities for both staff and customers shall be maintained at the premises.
No alcohol shall be supplied otherwise than to:
a) a member of the said Club who has been a member for at least 2 days or whose nomination or application was final at least 2 days before his admission.
b) a guest of such a member, bona fide entertained by the member at the member’s own expense.
c) “away” teams
d) persons attending organised functions/events, which have been booked at least 48 hours in advance.
No intoxicating liquor shall be supplied for consumption off the premises.
There shall be rules of the Club for the election of members and a copy of such rules and any other rules shall be deposited with the Police. Notices of any alterations in any of the rules shall be given to the Police within 14 days.
A list of the names and addresses of all members of the Club shall be kept on the premises and produced on demand for inspection by the Police.
All staff shall receive suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this shall be made available to an authorised officer upon request.
Appropriate measures shall be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
At least one personal licence holder will be available/contactable while the supply or sale of alcohol is being undertaken (whose identity shall be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
The premises shall be operated in accordance with the principles outlined by the ‘Nightsafe’ Initiative, as are relevant to those premises, and indicated in the associated leaflet.
All staff shall be made aware of the provisions of the Licensing Act 2003.
Full time employees shall be encouraged to become Personal Licence holders after 3 months employment.
Annex 3 - Conditions attached following a hearing by the Licensing Authority
Fylde Borough Council’s Health and Safety department shall be notified at least 28 days prior to any boxing event.
Any boxing event is to undertaken in accordance with the British Board of Boxing Control (BBFC) rules and regulations.
