Annex 2- Conditions Consistent with the Operating Schedule
Staff shall monitor behaviour in the premises and any persons acting in an unreasonable manner shall be asked to leave.
A suitable level of Illumination shall be provided to the premises.
Customers in possession of bottles shall be discouraged from entering the premises.
When the premises are approaching maximum occupancy, customers who have been served shall be requested to leave the premises.
In the event of disorder, the Police shall be notified immediately.
Annex 3 - Conditions Attached following a Hearing of the Licensing Authority
Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer of a responsible authority.
A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit.
Frequent collection of all litter dropped within the vicinity of the licensed premises to be collected and removed at the licence holders expense at a frequency of not less than 60 minute intervals during the premises opening hours. This includes washing away to the gutter any spilled food.
The premises shall be equipped with a closed circuit television system which meets the criteria detailed in the Lancashire Constabulary Guidance Document, and which is well maintained and fully functional during the hours the premises are open to the members of the public.
CCTV tapes shall be retained for 31 days and recordings shall be made available to the Police upon request.
The premises shall have installed a wall mounted plasma screen, no smaller than 32", mounted in a position within the premises so that patrons can view live recorded CCTV footage.
The Licensee shall ensure that staff arriving before 0900 hours or departing late at night when the business has ceased trading conduct themselves in such a manner to avoid disturbance to nearby residents.
CCTV shall be installed internally and externally at the premises and shall comply with the following;
a. The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises are to be covered by the system. The system shall incorporate a camera covering each of the entrance doors and shall be capable of providing an image which is regarded as identification standard.
b. The system shall display on any recording the correct time and date of the recording.
c. The system shall make recordings during all hours the premises are open to the public.
d. VCR tapes or digital recording shall be held for a minimum of 31 days and 21 days respectively, after the recording is made and shall be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
e. The system will, as a minimum, record images of the head and shoulders of all persons entering the premises.
A staff member who is conversant with the operation of the CCTV system shall be on the premises at all times the premises are open to the public. This staff member shall be able to show Police recent data or footage with the absolute minimum of delay when requested. This data or footage reproduction should be almost instantaneous. Appropriate signage alerting customers to CCTV recording shall be displayed in conspicuous positions on the premises.
