ANNEX 1 - MANDATORY CONDITIONS
No supply of alcohol may be made under this licence
a. at a time when there is no designated premises supervisor in respect of it or,
b. at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended
Every retail sale or supply of alcohol made under this licence must be made or authorised by a person who holds a personal licence.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The premises licence holder shall take a positive approach in relation to fire and general public safety risk assessments.
The premises licence holder shall have an ongoing policy to promote and encourage a family atmosphere.
Special access shall be allowed to disabled persons. Pre-allocated disabled parking spaces and a disabled toilet shall be provided.
The main purpose of the event shall be of a music festival and the overall ambience shall not be that of a Public House.
All guests shall be ticket holders and supporters of the organisation. Non ticket holders working at the event shall have security passes.
There shall be in place for the premises a policy to prevent the sale or supply of alcohol to persons under 18 years of age which requires any person who appears to be under the age of 21 years to produce a recognised documentation indicating that they are over 18 years of age.
A zero tolerance policy shall be adopted towards any illegal behaviour and any activity that upsets the family atmosphere shall be dealt with promptly and efficiently.
Prior to the event, the ground shall be made as level as reasonably practical, with pot holes, mole hills and foreign objects being removed.
During the event, a 24 hour security system shall be provided to watch the grounds and monitor behaviour.
Signage shall be displayed around the site detailing health and safety rules and evacuation procedures. Similar information shall be provider on a flyer to be given to all individuals on purchase of a ticket.
A fire assembly point shall be located by the farms main gate and additional means of emergency egress provided. In the event of a fire in this area, an alternative assembly point shall also be provided.
All stewards and security staff shall be equipped with walkie talkies.
The main entrance to Pointer House Farm shall be designated for access for emergency vehicles only.
Representatives from the St Johns Ambulance shall be on site to assist with medical emergencies.
Crown barriers, fencing and security patrolling shall be provided to prevent unwarranted/illegal access.
Electrical instruments shall be inspected by the Stage Manager prior to a performance and any such instrument found to be non-compliant with the safety regulations shall be disallowed.
The maximum number of tickets available for the event shall be 1000. Staff numbers shall not exceed 200.
All amplified music shall cease at 2400 hours.
The stage and amplifiers shall be positioned so that the best use is made of wind breaks to minimise the travel of sound.
Fresh drinking water shall be available at all times.
All site rules shall be complied with.
Exit signs shall be posted around the site.
All children must be under the care of an accompanying adult. Any areas of grounds unsuitable or dangerous to children shall be cordoned off.
Entertainment shall be monitored to ensure children come to no harm.
All performers shall be warned about the use of foul language and indecent gestures and any act deemed to jeopardise the prevailing family atmosphere shall be terminated.
ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
The licence shall only have effect for 3 consecutive days in any 12 month period.
Only plastic glasses shall be used to dispense beverages to customers.
Frequent collection of litter shall be undertaken to ensure that empty containers do not accumulate in or around the licensed area.
All security staff employed at the licensed premises shall be registered by the SIA and shall wear a reflective jacket or tabard or armband of a design approved by the Lancashire Constabulary.
A zero tolerance policy in relation to drugs misuse within the venue shall be enforced.
Confiscated and found drugs shall be stored, disposed of and/or transferred in accordance with procedures agreed with the Lancashire Constabulary.
Management shall rigorously enforce the Challenge 21 proof of age policy. Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over18 before they can be served with alcohol. The following are the only forms of identification acceptable

The Premises Licence Holder shall comply with the “Code of Practice on Environmental Noise at Concerts” published by the Noise Council ISBN0900130515.
The applicant shall contact the Environmental Protection Department 14 days prior to the event to arrange site visits and monitoring
All alcoholic and non-alcoholic drinks shall only be dispensed from the bar in plastic or reinforced vessels only.
A suitable and sufficient risk assessment shall be undertaken having regard for the following:
i) A sufficient number of stewards shall be provided in relation to the estimated occupancy for the event.
ii) There shall be adequate provision of suitable located emergency exits within the perimeter fencing/barriers relating to the occupancy.
iii) Adequate provision and types of fire fighting equipment shall be provided in relation to the occupancy.
iv) An adequate number of first aiders and first aid equipment shall be provided in relation to the occupancy.
In relation to the event and the above issues the Premises Licence Holder shall follow the principles within “The Event Safety Guide- A Guide To Health, Safety and Welfare At Music and Similar Events-HSG 195, Published by The Health and Safety Executive (HSE) 1999 ISBN 0 7176 2453”.
According to the calculations as detailed within “The Event Safety Guide- A Guide To Health, Safety and Welfare At Music and Similar Events” the Premises Licence Holder shall provide a further female toilet where the total occupancy is expected to be 1200, including any employees, the event organisers and bands.
A designated member of the management team shall patrol the site ensuring that control measures identified within the risk assessments are implemented. Where there are new risks to safety identified, the designated person will take the necessary steps reduce and eliminate such risks.
