ANNEX 1 - MANDATORY CONDITIONS
No supply of alcohol may be made under this licence
a. At a time when there is no designated premises supervisor in respect of it or,
b. At a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended
Every retail sale or supply of alcohol made under this licence must be made or authorised by a person who holds a personal licence.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
All staff shall be trained to the standards required by the relevant legislation.
The premises shall be risk assessed from time to time in accordance with existing legislation.
CCTV recordings shall be stored in a safe environment for a period of time agreed with the Crime Prevention Officer (or equivalent) and made available to an authorised officer of the Licensing Authority or the Police.
The system shall be maintained and images stored in accordance with the Data Protection Act and any other relevant legislation relating to the use of systems.
The requirement for door supervisors shall be determined by a management risk assessment, and any door supervisor employed by the company shall be licensed under the Private Security Industry Act 2001.
A drugs policy shall be agreed with the Police and implemented.
Toughened glass shall be used at the premises where available.
Drinks promotions shall not be permitted allowing the unlimited supply of alcohol for a set price.
The Premises Licence Holder shall ensure compliance with all building regulations prior to trading.
The Premises Licence Holder shall comply with the reasonable requirements of the Fire Officer applicable at the time of completion of the works.
The Premises Licence Holder shall comply with the reasonable requirements of an Environmental Health Officer in relation to the prevention of public nuisance, such matters including acoustic measures, noxious smells and refuse.
Appropriate steps shall be taken by the management of the premises to prevent under age sales.
Persons under the age of 16 shall only be permitted entry to the premises when trading if accompanied by an adult.
Persons under the age of 18 shall not be permitted to play any amusement with prizes machines located in the premises.
ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
The premises shall be operated in accordance with the principles outlined by the ‘Nightsafe’ Scheme, as are relevant to those premises, and indicated in the associated leaflet.
The premises shall be operated in participation with the ‘Pubwatch’ scheme.
All staff shall receive suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
Appropriate measures shall be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
The premises shall be equipped with a closed circuit television system, which is appropriate to its purpose and provided and maintained to the satisfaction of the enforcement Authorities.
At least one personal licence holder shall be available while the supply or sale of alcohol is being undertaken (who’s identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs
Risk assessments carried out by or on behalf of the Licence holder, which relate to a licensing objective shall be available for inspection by an officer or a Responsible Authority
Records of incidents involving the use and/or detection of drugs shall be maintained and those records shall be available for inspection
Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary
A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit.
The reasonable requirements of the fire officer shall be complied with prior to the approval of the building regulations application.
